Austria changed the rules for obtaining residence permits for Ukrainians One of the main innovations was the possibility to submit the initial application for a residence permit directly on the territory of Austria. The Austrian government has expanded opportunities for Ukrainian citizens with temporary protection status regarding obtaining standard residence permits (RWP). From October 16, Ukrainians can apply for all types of permits according to the general law on residence and stay (NAG). Relevant changes have been made to the government decree on temporary protection. Previously, Ukrainian refugees were only provided with the mechanism to transition to the Rot-Weiß-Rot – Karte plus (RWR+), which required at least 12 months of official work and social insurance. Depending on individual circumstances, Ukrainian citizens may be eligible for the following types of permits: Rot-Weiß-Rot – Karte — for qualified work; Rot-Weiß-Rot – Karte plus — provides free access to the labor market; Blaue Karte EU — for highly qualified specialists; permits based on family reunification or other circumstances provided by law. One of the main innovations was the possibility to submit the initial application for a permit directly on the territory of Austria. Now Ukrainians do not need to leave the country to process documents. Also, the period of legal stay in Austria based on temporary protection immediately before obtaining the new permit will be fully counted towards the five-year period required for further acquisition of the EU long-term resident status (Daueraufenthalt – EU). In addition, the procedure for terminating temporary protection has been changed. A written refusal of it will take effect only after the actual production and issuance of the new permit. If the application is still under consideration and the temporary protection period expires, the applicant will retain the right to legal stay in Austria until a final decision is made. Submitting an application does not guarantee automatic receipt of the RWP. Ukrainians must meet all the criteria of the chosen category according to the NAG law. In particular, among the requirements are: Availability of sufficient funds for living. In 2026, the minimum amount is 1,308.39 euros per month for one person or 2,064.12 euros for a couple. Availability of a full rental agreement or ownership rights to housing. Availability of medical insurance. Confirmation of professional qualifications and knowledge of the German language at the level required by the respective permit category.

Income after rent: How much is left across European cities? One salary is not enough to afford a three-bedroom flat in many European city centres. Euronews Business takes a closer look at how much a working couple has left after paying the rent. Many European countries face a housing crisis, with a shortage of homes and rising prices. Rents also continue to increase, and city centres are particularly expensive. A single salary is no longer enough to cover the rent for a family-sized flat in the heart of a major city for many European households. But what if a couple both work and share the rent? Is that enough? How much money would they have left each month after paying rent? And how do European cities compare globally? The Mapping the World’s Prices 2026 report, published by Deutsche Bank Research Institute, sheds some light on the topic. It looks at two people earning a local net salary and deducts the rent on a three-bedroom apartment in the given city centre. What remains is the household’s disposable income after rent. Among 28 European cities, the disposable income after rent ranges from €253 in Lisbon to €9,140 in Zurich. Swiss cities lead the ranking Zurich has the most expensive rent (€5,502) among the 28 cities. But it also has the highest net salary (€7,321). As a result, a couple in Zurich has the most money left after rent (€9,140). In addition to Zurich, Geneva is far ahead of the rest. In Geneva, a couple has €8,783 left each month after rent. This is thanks to the second-highest net salary (€6,516). Luxembourg is third with €5,890. It has the third-highest net salary (€4,548). Its rent is also high (€3,206), but lower than in cities such as London, Dublin and Amsterdam. This leaves couples with more money at the end of the month. Birmingham follows with €5,238, just ahead of Copenhagen with €5,233. Birmingham vs London: Rent makes the difference A couple in Birmingham has €5,238 left each month after rent. In London, the figure is €3,148. That means couples in Birmingham have €2,090 more each month. Salaries are lower in Birmingham, but rent is much cheaper. A city-centre flat costs €1,949 in Birmingham, compared with €4,362 in London. Couples also have more than €4,000 left after rent in Oslo (€4,936), Frankfurt (€4,786), Munich (€4,575) and Amsterdam (€4,431). Amsterdam’s rent is among the five highest (€3,542), but a high net salary (€3,986) makes up for it. Vienna (€3,709) and Stockholm (€3,674) are very close to this level. Berlin beats Paris thanks to lower rent Salaries in Paris are higher than in Berlin (€3,171 compared with €2,946). Yet couples in Berlin have more left after rent (€3,554 compared with €3,336). The reason is rent. A city-centre flat costs €3,005 in Paris but €2,339 in Berlin. Dublin has a higher net salary (€3,455) than Paris, Berlin, Vienna and Stockholm. But couples there have less left after rent than in all of these cities (€3,038). Rent in Dublin is the fourth-highest in Europe (€3,873), and it is higher than one net salary. Southern Europe is at the bottom Cities in southern Europe have the lowest income after rent. Lisbon and Milan are the hardest cities for couples. In Lisbon, just €253 is left after rent. The net salary there is €1,408, but the rent is €2,561. In Milan, only €697 is left. In Madrid, a couple has €1,905 left each month. In Barcelona, they have €1,832. The figure falls to €1,265 in Rome and €1,148 in Athens. In Athens, the rent (€1,164) is slightly higher than one net salary (€1,156). stanbul follows Lisbon at the bottom of the European list with €353. The net salary there is €1,027, but the rent is €1,701. Central and Eastern Europe do better than the south Some cities in Central and Eastern Europe perform better than those in Southern Europe. In Prague, a couple has €2,054 left after rent. In Warsaw, they have €1,985, and in Budapest €1,548. All three are above Rome and Athens. It is important to note that rent is the only cost included. Couples still need to pay for food, bills and transport. Is one salary enough to pay the rent? The answer is no in many cities. In 11 cities, rent is higher than one net salary. These are Athens, Barcelona, Budapest, Dublin, Istanbul, Lisbon, London, Madrid, Milan, Prague and Rome. Lisbon has the biggest gap. The net salary is €1,408, while rent costs €2,561, which is 82% more than one salary. In Milan, a net salary is €1,940, compared with rent of €3,184. In Prague and Budapest, rent and one net salary are almost the same. How does Europe compare with the rest of the world? Europe performs well in the global ranking. Zurich (€9,140) and Geneva (€8,783) top the list of 69 cities, ahead of San Francisco (€7,992). Seven of the top 10 are in Europe. No European city is in the bottom 10. All of them are in Latin America, Asia and Africa. In six, rent costs more than two net salaries. Manila (-€882) and Bangkok (-€759) are at the bottom. In Moscow, a couple has €313 left after rent. The net salary is €1,570, but the rent is €2,827. Several European cities also do better than New York (€1,921). Younger generations in Europe have lower homeownership rates than earlier generations. In 2026, house prices and rents continue to rise across Europe, outpacing inflation in many countries.

Denmark urges EU to scrutinise Spain’s plan to legalise 600,000 migrants Danish Prime Minister Mette Frederiksen accused Madrid of doing “almost the exact opposite” of that adopted by other EU countries, intensifying tensions with her fellow Socialist, Spanish Prime Minister Pedro Sánchez. Danish Prime Minister Mette Frederiksen called on the European Commission to scrutinise Spain’s plan to legalise the status of 600,000 irregular migrants, directly challenging Madrid’s migration policy during the EU leaders’ summit. “I have asked the European Commission to examine what happens when a country does almost the exact opposite of what the rest of us are doing,” Frederiksen said on Friday at the start of the summit’s second day. Her comments put her at odds with Spanish Prime Minister Pedro Sánchez, despite both leaders belonging to the same broad Socialist political family, which has traditionally taken a more liberal stance on migration. Spain approved a decree in January last year to regularise the status of around 500,000 undocumented migrants, in a move to uphold what Prime Minister Pedro Sánchez described at the time as a migration model “based on human rights, integration, coexistence and compatible with economic growth and social cohesion”. “I believe this runs counter to the migration policy supported by a large majority in Europe today,” Frederiksen said, criticising Spain’s move. EU leaders are expected to face a heated debate on migration over lunch on Friday. The latest draft makes no mention of Spain’s plan, which Denmark views as a potential “pull factor” that could attract more irregular migrants to Europe. “Denmark tried to introduce outlandish amendments to the summit conclusions,” a diplomat from another EU country told Euronews. This is not the first migration-related clash between Sánchez and Frederiksen. The Danish prime minister has long advocated a tough approach to migration. At the previous EU summit in June, the two leaders reportedly exchanged heated words, with Italian Prime Minister Giorgia Meloni backing Frederiksen, according to a diplomat. Frederiksen and Meloni are now part of a group of countries pushing for tougher measures to curb irregular arrivals. Denmark is also working with Germany, Austria, Greece and the Netherlands to establish the first return hub outside the EU for rejected asylum seekers.

Teacher salaries in Europe: Which countries offer the best pay? Teacher salaries vary widely across Europe, and large gaps remain even after adjusting for living costs. Experts call for better pay to attract and retain more teachers. Higher pay for teachers is among the demands of unions behind recent protests in France, alongside more staff and better working conditions. Their concerns reflect a wider challenge across Europe: making teaching financially attractive. Teachers are generally paid less than similarly educated workers, according to the OECD, and experts warn that salaries are not competitive enough to attract and retain staff. So, which countries pay the highest teacher salaries? And how do teacher salaries rank when purchasing power is taken into account? Teacher salaries vary widely across Europe, according to the OECD’s Education at a Glance 2026 report. Among the 28 education systems compared, actual salaries for primary school teachers in 2025 ranged from €18,669 in Turkey to €74,086 in Denmark. Actual salaries refer to the annual average earnings received by full-time teachers aged 25-64 before taxes. They include all work-related payments, such as the base salary, performance-related bonuses, extra pay for holidays, and other payments. Iceland (€73,752), Ireland (€69,747), Germany (€69,453) and Austria (€65,851) complete the top five, all above €65,000. Teachers in Norway (€59,453), Belgium’s Flemish Community (€59,105), Northern Ireland (€57,838), Scotland (€57,619), Belgium’s French Community (€55,689), Wales (€52,894), Finland (€52,272) and England (€50,727) also earn more than €50,000. Major economies: Germany highest, Italy lowest Among the major European economies, Germany pays teachers the most. The four UK nations follow Germany, all with salaries above €50,000. Teachers earn €41,968 in France, while Italy has the lowest salaries at €32,100. A figure for Spain is not available. Several countries below €25,000 Actual teacher salaries are below €25,000 in seven countries: Czechia (€24,457), Hungary (€23,181), Slovakia (€22,936), Romania (€20,805), Latvia (€20,516), Greece (€18,746) and Turkey (€18,669). “Large differences in European teacher salaries reflect differences in national income levels, salary structures, qualifications and career progression, rather than one single factor,” Daniel Wisniewski, secretary general of the European Federation of Education Employers, told Euronews Business. “Differences in taxation, social benefits and allowances also complicate comparisons between countries.” Teachers at upper secondary schools generally earn more than those at primary schools, except in Turkey and Northern Ireland. Salaries are the same at both levels in Scotland, Lithuania and Estonia. Upper secondary teacher salaries range from €17,615 in Turkey to €93,938 in Iceland. They are also above €80,000 in Denmark (€85,999) and Germany (€80,163). The largest gaps in favour of upper secondary teachers are seen in Iceland, Finland, Belgium, Denmark, Austria and Germany, where they are paid at least €10,000 more than primary school teachers. What can teachers buy with their salaries? Salary figures alone don't tell the whole story. If prices are high in a country, even relatively high teacher salaries could buy less than in another country. To account for differences in living costs, Euronews Business adjusted the OECD’s salary figures in national currencies using Eurostat’s purchasing power parities for household final consumption expenditure. The results are expressed in purchasing power standards (PPS), a common unit that can buy the same amount of goods and services in each country. The PPS measure uses average EU prices as a benchmark, while the OECD expresses its purchasing power comparisons in purchasing-power-adjusted US dollars. On this basis, teachers in Germany have the highest purchasing power — meaning their gross salaries can buy the most goods and services — among the education systems compared. Primary school teachers’ average annual pay after adjusting for price differences is lowest at 21,456 PPS in Greece and highest at 64,143 PPS in Germany. Wisniewski noted that sizeable differences remain after adjusting for purchasing power, showing that living costs cannot by themselves explain the salary variation. “National pay policies, qualification requirements, career scales, experience and the earnings available in alternative graduate professions also contribute significantly to the remaining gap,” he said. Germany is followed by Austria (58,265 PPS), Denmark (53,036 PPS), Ireland (51,226 PPS) and Belgium’s Flemish Community (50,846 PPS), completing the top five education systems where primary school teachers’ salaries buy the most. At the other end of the ranking, Greece is joined by Latvia (24,670 PPS), Slovakia (26,916 PPS), Czechia (27,349 PPS) and Estonia (28,197 PPS), where primary school teachers’ salaries buy the least among the education systems compared. For upper secondary school teachers, Germany also tops the overall purchasing power ranking at 74,034 PPS, while Greece ranks lowest at 23,289 PPS. Among Europe’s largest economies compared, Italy comes last at 36,964 PPS. Three UK nations follow Germany, while England (43,091 PPS) ranks below France (46,058 PPS). Professor Mihails Hazans of the University of Latvia noted that countries at the top of the teacher salary rankings in PPS also have GDP per capita well above the EU average. “The factors behind these differences include traditions and social norms, strength of teachers’ trade unions, as well as actual workload covered by the statutory salaries,” he told Euronews Business. Significant changes in PPS rankings When nominal salary and PPS rankings are compared, some countries change position significantly. For primary school teachers, the biggest risers are Turkey, up six places, and Poland (up five). Belgium’s French Community and Romania both move up four places. This means that these countries rank higher once differences in price levels are taken into account. Iceland records the biggest fall, dropping from second place to 12th. Sweden and Estonia also fall by three places. The OECD’s purchasing power rankings, which are based on US international dollars, differ from Euronews Business’s calculations using Eurostat conversion rates. Turkey ranks significantly higher in the OECD rankings. It is 11th for primary school teachers and 17th for upper secondary school teachers. Pay is not competitive enough to attract and retain teachers Daniel Wisniewski pointed out that across OECD countries, teachers’ actual salaries at primary and general secondary levels average only 87–95% of the earnings of tertiary-educated workers, meaning that similarly qualified people can often earn more outside teaching. “Teacher pay is not consistently competitive enough to attract and retain teachers across Europe,” he said. Jelmer Evers, European director at the European Trade Union Committee for Education, suggested that teachers should be paid at least as much as other workers with comparable qualifications and responsibilities, reflecting the complexity and societal importance of their profession.

Japan's Sanae Takaichi announces new tightened measures for foreigners seeking permanent residency The measures come as the country’s conservative leader Sanae Takaichi looks to deliver on election promises, which were spearheaded by vast immigration reforms, in her historic supermajority election victory in February. Japan toughened requirements for foreigners wanting to obtain permanent residency on Thursday, as part of Prime Minister Sanae Takaichi's push to tighten immigration controls. Under new rules that will come into effect in stages, foreign residents wishing to stay in Japan permanently will have to prove their annual income is above average and they can carry casual conversations in Japanese. Application fees will also rise 20-fold from Thursday. At one immigration office in central Tokyo, hundreds of people queued, hoping to wrap up procedures before the price spike. "I understand that over-accepting foreigners might dilute Japan's unique culture. But at the same time, given its low birth rate and aging population, Japan has to accept foreigners," said US-born university student Yujie Chono, who was among those waiting. The 22-year-old told the AFP news agency, in fluent Japanese, that he had been waiting for five hours to file his paperwork. Previous guidelines did not lay out specific thresholds for income, pension or language skills. Even though Japan has a rapidly ageing population and is suffering labour shortages in many sectors, opposition to immigration is growing, prompting a push by Takaichi for tighter regulations on foreign nationals. "As the number of foreign residents in Japan increases, the government is facing the fact that some citizens feel anxiety and a sense of unfairness," Takaichi said in an extended post on X on Sunday, adding that she was pushing for "orderly coexistence" with foreign nationals. Programmes to attract international workers have fuelled public worry, anti-immigration sentiment has spread across social media and false claims have circulated widely, including that a significant portion of welfare payments in Japan goes to foreigners, and that they are making Japanese streets less safe. Experts and many business leaders warn however that Japan must welcome more foreign workers to sustain itself. "Japan should stop viewing foreigners merely as a temporary labour force and instead promote their long-term settlement by expanding Japanese-language education and improving their treatment," the Nikkei business daily said in a recent editorial. Foreigners were a major issue in last year's upper house election which saw the sharp rise of the "Japanese-first" Sanseito party, which describes immigration as a "silent invasion". The new rules for permanent residency come after the ruling Liberal Democratic Party last year pushed to tighten regulations for business manager visas, meaning entrepreneurs will be forced to leave Japan if they don't meet the new conditions. Thursday's changes may prevent some people from applying for permanent residency but should not immediately push anyone out of the country. Under the regulations, the application fee for permanent residency will soar to 200,000 yen (€1,116) from the current 10,000 yen (€56). Candidates must also show "understanding" of social rules and demonstrate expected pension benefits equivalent to someone who has paid pension insurance for 30 years.

UK ends 'one in, one out' migrant returns deal with France Only about 4% of small-boat arrivals were sent back under the year-long pilot, which cost an average of €65,500 per return, as Paris pushes for an EU-wide replacement. The UK's Home Office said on Wednesday that its year-old deal with France to return migrants crossing the Channel on small boats had ended. "The government's pilot with France to remove asylum seekers in exchange for an equal number of legal migrants is no longer processing new cases," the Home Office said, confirming the end of the so-called "one in, one out" deal, which was launched in August last year and was due to expire on Thursday. The scheme, known as Operation Hillmore, was part of efforts by London and Paris to tackle illegal migration across the English Channel. Under the arrangement, Britain could return to France some migrants who arrived illegally by small boat and were judged to have no right to remain in the UK. In exchange, Britain accepted an equal number of asylum seekers from France considered likely to qualify for protection, with priority given to vulnerable nationalities and people with family or other links to the UK. The two countries agreed in June to extend the pilot until 1 October. The most recent Home Office figures show that 1,087 people were returned to France between 4 August 2025 and 30 June 2026, while 1,117 were transferred to the UK under the scheme. Over the same period, 27,920 migrants arrived in the UK on small boats, meaning only about 4% of arrivals were sent back. That was one of the clearest signs of the programme's limited impact, despite government claims that it would deter people-smuggling gangs. Home Secretary Shabana Mahmood told MPs on 15 September that it cost the UK taxpayer an average of about £56,000 (€65,500) per migrant to return them. Prime Minister Andy Burnham, who succeeded Keir Starmer in July, said that Brexit had made stopping small boats harder because the UK no longer had the same level of cooperation with the EU. He declined to set a date for ending the crossings, but told the BBC he and Mahmood would not stop until they had cracked down on "every element of this criminal, illegal activity". Burnham has said his government is "changing the whole approach" to small boats, pairing tougher enforcement with safe legal routes for asylum seekers, which he argues would take away the smuggling gangs' main selling point. France's interior minister Laurent Nuñez told lawmakers in June that France wanted a more European approach to illegal migration. He also argued that France should not have to bear sole responsibility for policing an EU external border, blaming weak controls in countries of first entry and onward movement within the Schengen area. Migrants trying to reach Britain pay smugglers thousands of euros for places on overcrowded inflatable boats to cross one of the world's busiest shipping lanes. Research has also shown a sharp rise this year in small boats setting off from Belgium, as smuggling networks look for new launch points. Overall, some 197,000 people have crossed the Channel in small boats since the route emerged as a major migration pathway.

Which countries rank best for expat tax, and why is Germany last? Two European countries made the top 10 in a new global ranking of tax systems for people moving abroad, while Germany came last. But the report also shows why low taxes alone do not always make a country an attractive place to live. A new ranking by Global Citizen Solutions (GCS) compares 48 jurisdictions on these factors. Malta and Cyprus lead in Europe, though neither has the lowest headline income tax rate. The report uses 11 indicators grouped into three categories: tax burden, tax structure and investment migration, which covers routes to residence or citizenship. Together, these produce an overall score. A higher score means more favourable conditions for internationally mobile people. Tax optimisation means legally arranging one’s finances to reduce the amount of tax owed. Malta and Cyprus in the top 10 The two European countries that made the top 10 globally, Malta and Cyprus, scored highly because they offer favourable tax treatment to some people moving there, particularly on income earned abroad, rather than simply charging low tax rates. Malta and Cyprus both scored 82 out of 100 for tax burden and 63 for tax structure. Malta scored 83 for investment migration, slightly ahead of Cyprus on 78. Those scores put Malta sixth overall and Cyprus 10th. GCS says both achieved their positions “through preferential regimes rather than low headline rates”. Monaco (68.6), Georgia (68.3) and Bulgaria (62.8) complete the top five in Europe. After these top-scoring jurisdictions, all European scores fall below 60, with global rankings outside the top 20. Germany ranks lowest globally Germany came in last among all 48 jurisdictions. The country scored just 17 out of 100 for tax structure, the measure covering the treatment of foreign income and people leaving the country. The report points to Germany's taxation of residents’ worldwide income, inheritance tax and an exit tax as factors behind its low ranking. Denmark (30.4), Spain (36.9), France (37.7) and Norway (38.4) are also near the bottom of the European ranking. The next-lowest European score is the United Kingdom’s 50.9, with higher scores indicating more favourable tax conditions for people moving abroad. Among Europe’s five largest economies, Italy scores highest at 56.9. It ranks ninth in Europe, counting EU candidates Turkey and Georgia, and 26th globally. Scores for several other European jurisdictions are close, ranging from 58.2 in Switzerland to 51.2 in the Netherlands. Turkey (56.9), Hungary (54.9), Sweden (54.1) and Ireland (53.1) fall within this range. Monaco, Bulgaria and Andorra rank best for tax burden The picture changes when the three parts of the ranking are considered separately. The tax burden score covers personal income tax, capital gains tax on listed securities, net wealth tax and inheritance tax. Monaco (93), Bulgaria (92) and Andorra (89) have the highest scores for tax burden. Malta (82) and Cyprus (82) follow them. Spain (25), France (26) and Denmark (30) have the lowest European scores on this measure. Germany, despite ranking last overall, scores 40. How countries tax foreign income Tax structure looks at how a country taxes income earned abroad and people who leave. Malta and Cyprus share the highest European score, at 63. Germany has the lowest score at 17, followed by Hungary (25), Andorra (26), Estonia (27) and Bulgaria (29). Turkey also scores 29, but is classified separately in the report. A country can therefore score well on one measure and poorly overall. As GCS puts it: “The central finding is that a jurisdiction's tax rate and the structure of its tax system are largely independent of one another.” Tax burden and tax structure together account for 85% of the index, with each weighted equally. How does Europe compare with the rest of the world? The United Arab Emirates (UAE) ranks first overall, with a score of 82.7. It has no personal income tax a 5% consumption tax and no exit tax. Antigua and Barbuda (82.2) comes second, followed by Paraguay (77.2), Hong Kong (76.9) and the Bahamas (76.2). At the other end of the ranking, the United States scores 33.5 and places 46th. Only Denmark and Germany score lower. Japan ranks 45th, with 36.4. Does a favourable tax score mean a better place to live? The report also compares its findings with quality-of-life rankings from the Global Passport Index 2026. Countries that score well for quality of life often fare less well on tax. Sweden ranks second globally for quality of life but 32nd for tax optimisation. Germany ranks third and 48th respectively, Denmark fourth and 47th, and Norway fifth and 40th. But the report identifies seven exceptions that rank in the upper half for tax optimisation and the top 50 for quality of life: Malta, Cyprus, Portugal, Switzerland, Uruguay, Costa Rica and Mauritius. Portugal ranks 23rd for tax and 11th for quality of life, while Malta ranks sixth and 28th respectively. None of the seven has a zero income tax rate. Instead, the report says they offer favourable treatment of foreign income through exemptions, special tax regimes or rules that tax it only when it is brought into the country. That allows them to attract people moving abroad while still raising tax revenue to fund public services. The 48 jurisdictions were chosen for their relevance to relocation and tax planning, rather than the size of their economies.

Securing Refugee Status for Citizens from States with Genuine Threats to Life and Health by State Authorities and Administration In recent years, citizens from a number of states – including Russia, Belarus, Turkmenistan, Tajikistan, Azerbaijan, Kazakhstan, Kyrgyzstan, and Uzbekistan – where authorities and administrative bodies openly persecute individuals for their political views, are looking at moving abroad. For them, this is no longer merely a quest for employment, education, or a more comfortable lifestyle. For a significant number, the question is far more stark: just how safe is it for them to remain in their homeland or, indeed, to return there? Criminal or administrative prosecution, political and civic activism, publicly voiced dissent, journalism, human rights advocacy, conflicts with state entities, religious convictions, or specific circumstances related to military service – any of these can compel an individual to seek international protection. Yet, the core truth must be established from the very outset: Asylum is not a standard immigration scheme, nor is it a universal shortcut to a residence permit or a second passport. It is a mechanism of international protection designed solely for individuals who harbour a well-founded fear of persecution in the state of their nationality. Who can claim international protection? The bedrock of the modern protection system remains the 1951 Geneva Convention Relating to the Status of Refugees and its 1967 Protocol. Broadly speaking, it concerns an individual who is outside their country of nationality and possesses a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group, or political opinion. Consequently, a mere desire to leave one’s homeland is patently insufficient. A general disagreement with the political climate of a country does not suffice either. What must be established is whether an individualised risk exists for that specific person, how severe that risk is, what triggers it, and whether it can be substantiated. The current situation in these states makes such an assessment particularly pressing. For instance, in December 2025, the European Union Agency for Asylum (EUAA) published an updated report focusing on the terrorist state of Russia, entitled ‘The Russian Federation: Country Focus’. This document examines in meticulous detail the restrictions on political activity and freedom of expression, the clampdown on opposition activists, journalists, and human rights defenders, as well as matters concerning military service. This does not, however, imply an automatic right to asylum for citizens of these countries. Every single case is assessed on its individual merits. The question that matters is not ‘Where should I go?’ This is precisely where the conversation usually starts: ‘Which country is the best to go to?’ ‘Where is it easier to obtain refugee status?’ ‘Can I go to the UK, the US, Canada, or Europe?’ However, professional counsel must begin with an entirely different question: What exactly happened to the individual, and why would returning to their country of nationality pose a genuine danger to them? Only once this has been clarified does it make sense to discuss potential host nations and procedures. Legislation, application processes, the handling of specific case categories, rules of evidence, timeframes, family reunification opportunities, and the consequences of a refusal vary significantly across different states. Therefore, a country should not be chosen simply on the basis of ‘I like it there’ or ‘I have acquaintances there’. The entire scenario must be evaluated comprehensively. What we analyse before the procedure begins The first stage of our work involves completing a questionnaire. This constitutes a thorough case analysis. We need to ascertain: · What exactly happened to the individual; · Who the source of the threat or persecution is; · Whether there have been detentions, searches, summonses for interrogation, or administrative and criminal proceedings; · Whether threats have been directed at the individual or their family members; · Whether the actions of state bodies are linked to political opinions, civic activism, religion, membership of a particular group, or other circumstances relevant to international protection; · Whether the individual sought protection within their own country, and what the outcome was; · Whether there are documents or other objective pieces of evidence confirming what transpired; · What occurred immediately prior to departure; · What has happened since leaving the country; · How consistent and well-evidenced the narrative is as a whole. Occasionally, such an analysis reveals solid grounds for immediate action. In most instances, however, a case requires further preparation, as the available facts may not be substantial enough to guarantee a positive outcome. Evidence is what counts When an application is considered, authorities assess not only what the individual recounts, but also how closely their narrative aligns with documents, facts, and objective country-of-origin information. Depending on the specific situation, evidence may comprise: Documents from criminal or administrative proceedings, summonses, publications, correspondence, formal complaints and appeals, records of professional or civic activities, and a wealth of other materials. Crucially, the objective of this preparation is not to amass as much paperwork as possible. This is a vital distinction. One must understand precisely which circumstance each document proves, and how all the evidence fits together into a single, cohesive narrative of persecution. In asylum cases, the applicant's credibility is of fundamental importance. A distinct issue: criminal prosecution and extradition Some of our clients approach us after a criminal case has been launched against them in their home country, or upon discovering they are on a wanted list. Such scenarios demand exceptionally careful evaluation. A criminal case in itself does not automatically warrant asylum. The state reviewing the application will endeavour to determine whether this is a conventional prosecution for an actual crime, or whether criminal law is being weaponised to persecute the individual on political or other protected grounds. Consequently, criminal prosecution documents, the substance of the charges, the circumstances under which the case arose, the actions of the authorities, and general data on how the relevant legal norms are applied can be of critical significance. Asylum and extradition procedures are legally intertwined, yet they remain separate processes. If there is a risk of an international warrant or if extradition proceedings have already commenced, the strategy must be formulated with both procedures in mind. In these circumstances, losing time is particularly dangerous. Why a second passport does not automatically solve the problem At times, individuals expect to first acquire citizenship or a residence permit in another country, believing that their safety concerns are thereby resolved. This is not always the case. Holding a second passport, a residence permit, or any other immigration status does not, by itself, answer the pivotal question: does a risk of persecution still exist, and what protection does the individual have against being returned to the state where they fear such persecution? Therefore, in complex cases, one must analyse not only the immigration status but also the potential international protection frameworks, extradition risks, and the ways in which law enforcement agencies of different states interact. What our work entails Our team have been actively engaged in international protection matters from 1999 to the present day. Over this period, we have handled cases involving refugee status and other forms of protection across Europe, the UK, the US, Canada, and Australia. Our job is not to sell a client an attractive promise. We help them grasp their true situation and prepare rigorously for the procedure. Our work comprises: · A preliminary assessment of the grounds for asylum; · An analysis of the risks and vulnerabilities within the case; · Discussions regarding the most suitable country and procedure; · The systematisation of events and documentation; · The preparation of the evidentiary base; · In-depth preparation for interviews with migration authorities; · Liaison with specialised lawyers in the country handling the case; · Supporting the applicant through various stages of the process, including court hearings. Preparation for the interview is especially critical. The applicant must have an excellent command of their own story, understand the chronology of events, and be able to answer questions precisely. This is not about memorising ‘correct answers’. On the contrary, an artificially coached narrative easily triggers suspicion and further scrutiny. The goal is to enable the individual to present what truly happened to them in a clear, consistent, and fully documented manner. When to seek a consultation The sooner, the better. Ideally, this should take place before the situation becomes critical, or before you have even arrived in the country where you intend to seek protection. If an individual senses that pressure is mounting, or notices clear signs of persecution and other circumstances that cause genuine dread regarding future developments, it is prudent to evaluate potential options well in advance. If international protection does indeed prove to be a well-founded path, early preparation helps avert a multitude of costly errors. Where to begin An initial consultation commences with an exhaustive analysis of the scenario. We need to ascertain: 1. What has transpired; 2. When it occurred; 3. Why the individual believes they are in jeopardy; 4. What evidence currently exists; 5. Where the individual is presently located; 6. Which countries they are considering; 7. What the circumstances of their family members are. Only upon clarifying these points can we discuss the prospects of the case, potential complications, and the subsequent course of action. The core principle of our work is straightforward: First, objectively assess the grounds – only then make a decision regarding the procedure. This is because in asylum cases, what truly matters is not a hollow promise of success, but the quality of preparation, the credibility of the narrative, the weight of the evidence, and professional engagement with the individual’s specific situation.

How Refugee Status Actually Works: The Myth of ‘Second Passports’, Extradition Risks, and the Reality Post-2014 and 2022 Since 2000, I have frequently analysed the mechanics of acquiring refugee status and evaluated immigration programmes across various jurisdictions. Over the years, our focus has remained on assessing these options based on practical convenience, relocation speed, financial costs, potential risks, and long-term integration prospects for the entire family in a new country. Immigration processes are invariably governed by strict foundational principles. However, over the past few years, the global landscape has undergone a fundamental shift. The lives of millions of people—including those residing far beyond the borders of Ukraine—have been starkly divided into three distinct eras: life before 2014, the period following the initial occupation, and the harsh reality after 24 February 2022. The Timeline of State Repression: From 2014 to 2022 For many foreign nationals, particularly residents of former Soviet republics and the CIS, the first warning signs appeared in March 2014. With the onset of hybrid aggression and the occupation of Ukrainian territories, their home states accelerated a systematic crackdown on civil liberties. It became clear that domestic legal frameworks were rapidly deteriorating, while pressure on private businesses and civil society began to mount. The definitive collapse of these legal systems occurred on 24 February 2022. The full-scale, unprovoked invasion stripped away any remaining illusions. The situation deteriorated severely as the repressive apparatuses of both the aggressor state and a number of other countries supporting the war in Ukraine were granted unprecedented powers. What had previously seemed a relatively stable, if complicated, existence abruptly transformed into a high-risk environment. Today, many individuals targeted by these systems mistakenly rely on standard immigration channels. Yet, even when valid grounds exist, these pathways involve prolonged waiting periods. When time is short and every day counts, the only legitimate instrument for rapid relocation and immediate protection is acquiring refugee status. This avenue is governed by the 1951 Geneva Convention and the 1967 Protocol. They grant a lawful right to protection in a foreign country if an individual faces genuine threats from the authorities in the state of their nationality. When these threats pose a real danger of lengthy imprisonment or physical violence against the individual or their family, there is simply no time to gather standard documentation—one must find an immediate escape route. The Illusion of a ‘Safe Haven’ and the Second Passport Trap Before the war, I regularly received enquiries regarding refugee status in the EU, the UK, the US, Canada, Australia, and even Japan. Today, this topic is highly relevant once again. Conversations usually begin in a predictable manner: “We want to emigrate with the family—quickly, safely, and affordably.” When asked about their preferred destination, people usually name countries they have previously visited as tourists or nations that are constantly in the headlines. However, a closer look at these cases reveals that the individual faces severe trouble with highly specific governmental structures back home. Abuse of power is widespread; these entities routinely seize private businesses or force individuals into silence by fabricating criminal cases. Anyone reading this can likely recall dozens of such examples from their own experience or from acquaintances. Naturally, the individual searches for a ‘back-up plan’. They turn to internet forums, personal contacts, and seemingly influential lawyers. However, many only realise the true scale of the danger when they are detained by local law enforcement abroad for subsequent extradition. Crucial to Remember: The terms extradition, deportation, removal, and expulsion represent completely distinct legal procedures with vastly different judicial consequences. If the refugee bears a high-profile surname (such as Kasparov, Khodorkovsky, or Chichvarkin), the extradition process becomes highly publicised and legally complex. But if you are an ordinary citizen, holding a single passport or a standard temporary or permanent residence permit in a foreign country will not shield you from being handed straight over to the harsh custody of law enforcement from your homeland. Even holding dual citizenship (a second passport) offers no guarantee of safety in a number of cases. International arrest warrants are frequently weaponised as tools of severe pressure. Upon detention, foreign law enforcement agencies will identify you primarily as a citizen of the state that issued the warrant. Foreign officials may simply ignore your second passport, and spending months in a detention centre awaiting a court ruling is hardly a cause for optimism. The New Reality: Revocation of Purchased EU Passports It is vital to recognise that following the events of 2022, immigration authorities worldwide have drastically tightened their scrutiny over the grounds on which citizenship was acquired. This trend is only accelerating. We now have verified reports that countries such as Romania, Hungary, Bulgaria, and Poland are independently revoking the citizenship of individuals whose original supporting documents (such as archival records regarding ancestry) raise doubts or fail subsequent verification. (https://www.pravda.com.ua/news/2026/04/24/8031628/), (https://www.pravda.com.ua/eng/news/2025/12/24/8013189/), (https://www.eurointegration.com.ua/news/2025/11/25/7225687/ European investigations and law enforcement reports clearly illustrate the dismantling of large-scale corruption networks that falsified lineage data to legalise third-country nationals. Re-investigations, the annulment of illegally issued passports, and additional formal audits have become standard practice, as no European civil servant is willing to face personal liability within the EU, or trouble with Interpol and Europol. What are the consequences? Individuals are being stripped of their residency rights on a mass scale and placed in deportation centres or prisons. Recent precedents demonstrate that even staying in leading EU nations offers no protection from arrest; organizers and participants of such fraudulent schemes are being successfully extradited from Germany without the right to bail. Once caught in this trap, claiming asylum under the Geneva Convention becomes virtually impossible. Furthermore, if the two nations share a bilateral legal assistance treaty, the extradition process is executed swiftly. Many believe they can mount a legal defence remotely from abroad. They overlook the fact that within their home jurisdiction, they remain fugitives from justice on international wanted lists. A remote defence is largely ineffective, as domestic investigative proceedings are simply frozen until the moment of arrest. Therefore, the precious time following a forced and urgent departure must be utilised wisely, rather than waiting around for an arrest. How to Proceed and Secure Protection There are numerous countries worldwide where one can seek asylum. However, before initiating the procedure, you must clearly understand: · Where is the probability of securing the desired status highest? · Which country offers the strongest guarantees against refoulement (forced return or extradition)? · Where can you and your family adapt and integrate most rapidly with minimal disruption? Our professional practice is built precisely on resolving these challenges. By carefully structuring the applicant's asylum narrative and meticulously compiling a robust evidentiary base, we can lawfully help you avoid extradition. The primary goal is to demonstrate—clearly, articulately, and through hard facts—that a genuine, rather than perceived, threat to your life, health, or liberty exists. Our Track Record: More Than 27 Years of Professional Defence We are a team that has been fully operational in the field of refugee status acquisition from 1999 to the present day. In the late 1990s and early 2000s, the renowned “Practical Guide to Immigration” was published, which has since become an absolute classic in the field. This handbook was designed and compiled based specifically on our firsthand practical experience in international protection. Even amid ongoing global conflicts, we continue to assist individuals in securing specifically refugee status (please note: our assistance is not required for obtaining standard, state-provided temporary humanitarian protection). Such extensive theoretical and practical expertise in guaranteeing refugee status is unmatched by any other immigration firm or independent specialist across the post-Soviet space. Over more than 27 years of successful practice, we have successfully secured refugee status for more than 100 families across Europe, the UK, the US, Canada, and Australia. Clients who turn to us always receive comprehensive, up-to-date, and verified insights regarding both the core procedure and any peripheral legal nuances. Unlike many others, An end-to-end service is provided: we guide you not only up to the point of your departure but also handle your case directly within the destination state while you await a decision (including during the judicial review of the case in court)—and, in a number of instances, even after your refugee status has been officially granted.

EU countries issued a record 3.9 million residence permits last year EU countries issued a record number of residence permits in 2025, up 10% on the year, driven mainly by employment and family reunification. Migration remains one of Europe's most politically contested issues, yet EU countries issued more first residence permits to non-EU citizens last year than in any year since records began in 2008. According to Eurostat, around 3.9 million first residence permits were issued across the EU in 2025, a 10.1% increase, or 355,350 more permits, compared with 2024. Among new permits issued in 2025, employment led the way, at 33.6% of the total, up 16.1% on the year. Family reunification followed, up 14.1% to 28.1%, and education grew 9% to reach 15.5%. Only one category shrank: permits for other reasons, including international protection, fell 0.9%. Spain, where family reunification leads the way Spain led the EU for first residence permits in 2025, issuing 635,438 — some 16.5% of the bloc's total. Its numbers were driven overwhelmingly by family reunification, not new labour migration. The country issued 275,869 family-related permits, more than any other EU country. These made up 43.4% of all Spanish permits. Moroccans were the largest group to receive family-related permits EU-wide, and more than half of those, 51.7%, were issued in Spain. Spain was also the most popular destination for Moroccan citizens overall (43.8%), reflecting long-established migrant communities, as well as historical and linguistic links that also draw large numbers of Venezuelans, Colombians and Peruvians to the country. Employment was Spain's second-largest category, with around 115,040 work-related permits, the third-highest in the EU behind Poland and Portugal. Education followed, with 105,419 permits issued to international students, again the third-highest in the bloc, behind France and Germany. Germany, Poland and the rest of the top five A small group of EU countries issued the vast majority of new permits. Behind Spain, the next largest issuers were Germany (605,292, 15.7%), Poland (467,314, 12.1%), Italy (433,099, 11.2%), and France (377,462, 9.8%). Together, these five countries accounted for almost two-thirds of all first permits issued in the EU last year. Malta issued by far the highest number of permits relative to its population, at 57 for every 1,000 people, followed by Cyprus (47) and Portugal (27), against an EU average of just 9. At the other end, Slovakia, Czechia, Romania, Estonia and Bulgaria each issued only 4 permits per 1,000 residents, the lowest ratios in the bloc. Not every country saw numbers rise. Croatia recorded the sharpest drop, down 43.3% compared with 2024, followed by Greece, down 20.6%, and Austria, down 15.5%. At the other end, Portugal saw the steepest increase of any EU country, with permits more than doubling, up 154.9%, though its total of 310,639 remained well below Spain's. Elsewhere in the EU, the leading reason for a permit varied sharply. Poland and Portugal issued the most employment-based permits overall, 318,186 and 240,523 respectively, driven mainly by Ukrainian, Belarusian and Brazilian workers. Germany issued the most permits to Indian citizens, largely for work and study, while France and Germany led the EU for education-related permits, with 118,404 and 112,500 respectively. Ukrainians top the nationality list, concentrated in Poland By nationality, Ukrainians received more first residence permits than any other group in the EU, 335,096 in total, 8.7% of all permits issued. The vast majority were granted in a single country. Poland issued 72% of all permits given to Ukrainian citizens, and 87% of those given to Belarusians, most of them for employment. Ukrainians and Brazilians were in fact the two nationalities granted the most employment-related permits in the EU. Both were also similarly concentrated in one destination. Some 86.3% of all employment permits for Ukrainians were issued by Poland, while 90.3% of those for Brazilians were issued by Portugal.
