Не совсем так. Вы можете из Украины все заполнить сами и оплатить 5$ карточкой украинского банка. Все что вам нужно, для получения ноутс (их можно получить на и-мейл или на диске, который придет по почте) - это имя и адрес получателя в Канаде, а также его и-мейл. И все. Придет на и-мейл ответ, вам его перешлют - и вуаля! Не советую делать фейковый и-мейл аккаунт, и указывать левый адрес и имя, поскольку это проверяется

Плюс PEI в том, что если есть интерес, то оффер делается быстро и получение номинаци от провинции и процессинг в Express Entry идет тоже быстро (без LMIA). Т.е. с профессурой-универом лучше всего договариваться как можно раньше, поскольку это даст возможность получить ПР намного быстрее в случае, если получите оффер. Но заявку на провинциальную программу можно написать уже сейчас. На 16 августа врядли успеете, но в этом году еще четыре выборки будет по PEI PNP. Без джоб оффера шансов на ПР не много, но они есть. Знакомых всреди преподавателей в универе в ПЭИ нет у меня к сожалению - тут не могу подсказать

Я советую перевести полностью все в дипломе самому. Пока вы это будете делать вы убедитесь в том, что имя ваше везде указано правильно, все сделлано "как для себя" и, самое главное, вы правильно и качественно сможете перевеси названия предметов и дисциплин руководствуясь терминологией NOC и Мультитраном. На выходе получите великолепный результат, ну или, по крайней мере, намного лучше, чем в большенстве агенств
